Honor no man so that none would contend for honor; value no rare goods so that none would steal or rob; display nothing desirable lest people be tempted and disturbed.
Therefore the sage rules by purifying people’s soul (simplifying or emptying their minds), filling their bellies (satisfying their needs of the stomachs), weakening their wills or ambitions (or reducing their selfish desires) and strengthening their bones (or keeping their health in good condition).
He always keeps them knowledgeless and desireless so that the clever cannot induce them to do wrong. Where nothing wrong is done, there can be no disorder. (Act in accordance with the principle of inaction and the world will be kept in order.)
The divine law is formless (invisibly empty, a void, empty like a bowl); its use is inexhaustible (extremely plentiful). It is endless (profound, an abyss, bottomless like a valley), whence come (spring) all things (1ike the originator or ancestor of all things in the universe).
Heaven and earth are indifferent (merciless, inhumane, show no bias); they treat everything like straw or dog (straw dogs, worthless straw-dog sacrifices, let all things grow naturally).
The sage is indifferent; he treats everyone like straw or dog (let the people develop themselves).
Are not heaven and earth like a pair of bellows or a pipe? Empty, air will not be exhausted; forced, more will come out. If more is said than done, it would be better to take the mean (the void).
