在中国过去三十多年间的大规模国内迁移对来自迁移家庭的儿童的教育、健康和行为产生了重要的影响。在这个背景下,这个讲座主要关注的是迁移父母对子女迁移的决策。 我们提出一个理解这个决策的理论框架,包括子女的特征、迁移父母的特征和目的地社区的特征。我们的研究设计使我们可以比较来自农村和来自城市的儿童。使用具有全国代表性的数据,我们发现来自农村的儿童面临更多的问题。对于学龄儿童来说,这个过程中也存在性别不平等,即学龄女童被父母带来城市的概率低于男童。城市不断升高的房租对农村迁移父母是另外一个障碍。另外,农村父母关于是否带孩子进城的决策受到被公立学校录取难度的影响
China’s massive internal migration volume in the last three decades has had major consequences for education, health, and behavior outcomes for children from migrant families.  In this presentation we focus on migrant parents’ decision to either bring children to the city or leave them behind.  We develop a framework to understand this decision, which takes into account child characteristics, characteristics of migrant parents, and characteristics of migrant- receiving communities.  Our research design allows us to conduct comparison of rural origin children and urban origin children.   Relying on a nationally representative data set, we show major issues of concern for rural origin children but not as much for urban origin children.  For school age children, the gender inequality is being reproduced in this process, i.e. girls of school age are less likely to be brought to cities than boys.   Increasing housing rental price in urban China presents another major obstacle for rural migrant parents.  Moreover, rural origin parents’ decision to bring children to cities is influenced by level of difficulty in public school enrollment of their children. The results suggest that 15 years after China’s official policy of “no extra fees” for migrant children in urban public schools, migrant children continue to face challenges for access to local urban public schools.  As China is implementing the “2014-2020 Urbanization Blueprint”, important steps and strategies should be taken to effectively integrate these children affected by the migration process.

主讲人简介:
Zai Liang is Professor of Sociology and Co-Director of Urban China Research Network at State University of New York at Albany. He is currently alsoChangjiang Scholar at Xi’an Jiaotong University. He received M.A. and Ph.D. in sociology from the University of Chicago and conducted post-doctoral research at Brown University. He is author and co-author of several edited books along with many peer-reviewed articles. His main research areas are in internal and international migration and urban sociology. He has received research grants from many foundations, including the U.S. National Science Foundation, U.S. National Institutes of Health, the Ford Foundation, Spencer Foundation, and the Russell Sage Foundation. He has served on advisory panels for the National Science Foundation, National Institutes of Health, and Social Science Research Council in New York City. From 2008, with support from the Lingnan Foundation, he has been working with colleagues from Sun Yat-sen University and universities in the U.S., UK, and Canada to organize workshops/conferences to train the next generation of urban China scholars and foster international collaborations.
